Setting limits on how much you can sue doctors for instead of the multi-multi-million dollar settlements that go on now.
Kerry has had two years to deliver specifics. He hasn't done it yet. He missed his change at his convention. That's the place where the candidate usually unveils it. He was too busy talking about his four months in Vietnam.

Home ownership makes a huge difference in everything.
Holy cow is he going to recommend privitizing part of social security.
It means that people who are just trying to get paid won't be able to sue good doctors over frivolous matters that are not an act of negligence and get amazingly rich off of it.
It also means that trial lawyers like Edwards won't be able to get rich off of suing good docs into bankruptcy.
This is a State of the Union speech...only better.
