I think this may be what is behind the Social Security of Americans being given away to the citizens of Mexico --- their money is gone, they want early retirement, they're getting angry --- where else to look for more money and another bailout but the USA?
GW's trying to adopt them all, so why do they need their own Social Security? GW's trying to get one through that they only have to work 6 quarters to qualify for--while citizens have to work 40 quarters.
