Isn't the LA Times poll skewed by ~ 5% toward Democrats?

Probablly just a way to minimize the convention bump.
If after the convention, W is only ub by 5, they can claim he only got a 2 point bump.

The purpose of publishing this is to put Bush him ahead prior to the convention, This keeps him from claiming a convention bounce.
I think that they did just the opposite prior to the Dem convention, had Kerry support slipping going in.
This might be a liberal trick too.

I think they're trying to raise the bar of expectations prior to the convention, so they can then minimize any bounce coming out.

The trend is definitely toward Bush, but this might be an outlier for the Times. Remember, they do want to overestimate Bush's lead pre-convention so that they can minimize the bounce.
