Tehran, Aug. 22. (AP): Brushing aside U.S. accusations that it wants to build atomic weapons, Iran said Sunday it has contracted Russia to build more nuclear power plants, while claiming two European countries have also expressed interest in helping construct similar facilities.
Russia is currently rebuilding Iran's first nuclear reactor, which was begun by West Germany but interrupted during the 1979 Islamic revolution. Damage caused to the facility in Bushehr, a coastal town in southern Iran, during the 1980-88 war with Iraq has also led to its inauguration being postponed from 2003 to August 2006.
Despite the delays and the project's US$800 million (649 million) cost, Iranian nuclear officials say they want Russia to build more nuclear reactors to help generate greater amounts of electricity.
"We have contracts with Russia to build more nuclear reactors. No number has been specified but definitely our contract with Russia is to build more than one nuclear power plant," Asadollah Sabouri, deputy head of the Atomic Energy Organization of Iran in charge of nuclear power plants, told reporters Sunday.
Sabouri said Iran will build a second reactor in Bushehr and is studying other sites here for more possible reactors. Most areas in Iran are prone to earthquakes, restricting choices for setting up nuclear facilities.
Moscow has not publicly announced it has secured contracts to build more nuclear facilities in Iran, but in 2002, it did float cooperation plans envisaging constructing five more reactors in 10 years.
Sabouri also revealed that at least two European countries had expressed interest in the projects, but refused to name them.
"They have given us documents expressing their readiness to join the projects. We welcome them. My message to the Europeans is that we have to pass the paperwork stage and go for binding contracts as soon as possible," he said.
Iran's Nuclear Energy Council says the country must produce 7,000 megawatts of electricity through nuclear power plants by 2021 to meet Iran's increasing electricity needs.
"By 2021, Iran's electricity consumption will reach 56,000 megawatts and we need to have capability to produce 70,000 megawatts of electricity. Some 7,000 megawatts, about 10 percent, will be met through nuclear power plants," Sabouri said.
Sabouri said the first Bushehr plant - designed by West Germany and being repaired and redesigned by Russia - is expected to be operational by August 2006.
Tehran and Moscow have agreed to return the spent nuclear fuel to Russia.
"There is no ambiguity on returning the spent fuel. The Iranian government has already made the decision to return the spent fuel back to Russia. What we haven't agreed on with Russia is the expenses," Sabouri said.

I agree with you, but I see a secondary strategy emerging:
Usama and his minions seem to be trying to overthrow key muslim allies and install a pan-Islamic empire that is nuclear capable.
So they undermine Saudi Arabia, Egypt, Syria, Jordan, Afghanistan, Pakistan, and Iraq,etc hoping to overthrow the leaders and incorporate them into their empire,under one leader, with their armies and military capabilities, to use against the West.
Then they launch World War III ( or IV) when they consolidate their gains and establish control.
All they need is one good military leader, millions of followers, and some good fortune on the battlefield.
Interesting analysis! I think, however that were this to actually happen as soon as we could identify concretely any nation-state as falling into an AQ camp status, with nuke capabilities, we could do a pre-emptive strike to degrade the threats. Not having a base of ops within a country "openly friendly" to their cause has been their strength and what has hobbled us in the past. Thus it would never get to a WWIII or WWIV stage before we acted rather decisively to take them out. Of course, this presupposes that we are capable of acting as a world super power. IF we have been pulverized and shattered from within by multiple nuke strikes first...well then it's a whole new ball game, right?

Just got on. I don't know if this was already posted but- very early this AM on Fox (around 4:30) the news ticker mentioned a continuity of government exercise to coincide with the Republican Convention. Isn't this also what was done (COG) during the heightened alert over Christmastime?
Looks like Sept 2 or slightly before might be a date of interest for us to watch/prepare for.
Every day as we approach the RNC, I am more convinced al-qaeda will try to pull something off towards the end of the convention. The trash talk from the jihadis has all but disappeared, I'm just waiting for the Bin Laden tape to appear.

I agree. It's a surefire way to create panic. If it isn't contagious, it doesn't really affect anyone outside the attack zone.

It was one of those, " and the _____fell off", they lost one passenger plane in the ocean off California, flight 80, maybe, as it is all from a memory that I didn't expect to use.
As my memory digs, I see a "jack screw", on the rear of the plane, the screw was long, what I think of as 6' long.
The company had meaning to me, as it flew in party groups to the Casino that I worked at, in Laughlin.
For a while, almost every plane they put in the air, either crashed or had mechanical problems.
Note: this is all from a half cup of coffee memory, and I will bet that some of you will know even more about it than I can recall.
Add that to AQ saying they were 90% ready when they hit Spain...

WASHINGTON -- More financial institutions than previously disclosed may be at risk of attack, and an al-Qaida operative has told British intelligence that the group's target date is early September, intelligence sources said yesterday.
The operative, described as "credible" by British intelligence, told his debriefers that the attack would take place "60 days before the presidential election" on Nov. 2, according to a former senior National Security Council official. On Sept. 2 President George W. Bush is expected to address the Republican National Convention at Madison Square Garden.
Counterterrorism officials are analyzing data from a computer seized in Pakistan last month to see if financial institutions in addition to the five disclosed Sunday are at risk of attack, U.S. officials said yesterday.
The former senior National Security Council official said he was told by British intelligence that they are interrogating an al-Qaida operative who confirmed that financial institutions are being targeted and that an attack was planned for September.
And a U.S. official familiar with the ongoing analysis of the computer said, "There are references to other things [buildings]" in the al-Qaida computer's data, including a picture of the Bank of America building in San Francisco. "There is mention of other places."
The laptop computer was seized on July 25 following the arrest after a 12-hour gun battle of Ahmed Khalfan Ghailani, who is wanted for his alleged role in the 1998 bombing of two U.S. embassies in Africa.
Pakistan's information minister confirmed to The Associated Press yesterday that e-mail data retrieved from Ghailani's computer indicated planned attacks in both the United States and Britain. A British official said that the threat to the U.K. was not specific.
The CIA had tipped off Pakistani authorities on the location of Ghailani's safehouse in Gujrat, Pakistan, after tracking down an al-Qaida computer engineer, who had e-mailed the data to Ghailani, 12 days earlier, U.S. officials said.
The computer engineer, Muhammad Naeem Noor Khan, ran a secret al-Qaida communications system and his arrest was described by a senior U.S. official as the "most significant" of a series of events that led to Sunday's raising of the threat level to "high" for five financial institutions. They are the New York Stock Exchange and Citigroup building in New York, as well as the Prudential financial building in Newark and the World Bank and International Monetary Fund buildings in the nation's capital.
The former NSC official, who asked to not be further identified, said that the al-Qaida operative in British custody, while confirming that financial institutions were at risk, did not know which financial institutions were being targeted. A CIA spokesman declined to comment.
The U.S. official who disclosed yesterday that CIA and other counterterrorism officials are studying the vast amounts of computer data stored in the laptop said that the information on other institutions "does not reach the level of detail" retrieved on the five named Sunday.
Nevertheless, he said, analysts "are continuing to exploit the data to see if anything boils to the surface."
