Bush delivered a tepidly received address to a convention of minority journalists, a Native-American editor from the Seattle Post-Intelligencer asked, “What do you think tribal sovereignty means in the 21st century?” As president and a former governor, the journalist said, Bush had a “unique experience, looking at [the issue] from two perspectives.” The president fumbled. “Tribal sovereignty means that—it’s sovereignty,” he stammered. “I mean, you’re a—you’re a—you’ve been given sovereignty and you’re viewed as a sovereign entity.” As Bush rambled, looking like a schoolboy unprepared at the front of the class, many of the hundreds of Asian, black, Native American and Hispanic journalists gathered before him…well, snickered.

I saw this - the UNITY journalist who asked the question was an IDIOT and the question was meaningless other than to provide a platform for potential candidate to pander (which Bush wouldn't).

The most funny thing about this guy's post is that he is quoting something the President Bush never did say!
Tribal sovereignty means they get to sell the cartons of cigarettes without charging federal or state taxes.
I wish he would have answered the question:
"It means being able to gamble the house payments in places other than Nevada. It means never having to obey the environmental laws we foist upon the idiot palefaces of the US."
"It means not having to contribute to the protection afforded you by the rest of the taxpaying citizens of the US."
"It means living nervously with the possibility that terrorists may get protection and safe-passage on reservation land."

Bruce Whalen, a member of the Oglala Sioux Tribe of South Dakota and head of the Shannon County Republican Party, said that the flap over Bush’s comments are much ado about nothing, and voters should delve deeper into the issues.
“ From what I read the Democrats are concerned that Bush left out one or two things that they thought were important.
Well, the Democrats also leave one or two words out of their speeches.
I don’t think the Democrats know any more about sovereignty than Republicans do,” he said.
“ I think both parties are reaching out to include Native Americans-and why wouldn’t they? The Republicans are reaching out just like the Democrats.”
