I saw this - the UNITY journalist who asked the question was an IDIOT and the question was meaningless other than to provide a platform for potential candidate to pander (which Bush wouldn't).

Tribal sovereignty means they get to sell the cartons of cigarettes without charging federal or state taxes.
I wish he would have answered the question:
