The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

NEW YORK - Police searched trucks, blocked streets and posted machine-gun toting officers outside financial landmarks Monday, a day after the government's chilling warning that terrorists might target the buildings with bombs.

I find this concerning, considering the Christian church bombings in Iraq yesterday.

I'd like to spread the word of what an Iraqi blogger said...

Iraqis viewed the attacks on the Christian churches as attacks on fellow IRAQIS, not on a certain religious group. Iraqis don't view this as a Religious war, but the terrorists are trying to convince the world that it is a religious war. We shouldn't fall into their trap.

He hopes the West will not fall into the trap the terrorists are trying to set... that we will not turn this into a Religious war. So we should not complain any more or less about these bombings of churches in Iraq than we do about any other bombings in Iraq. Innocent Iraqis were killed by terrorists who are pursuing their own political agenda, the same as when they kill innocent (Muslim) Iraqis who are lining up to join the Iraqi Police force.

For the rest of his blog, see this FR thread:
This is a Trap

Followup on that bizarre Jacksonville standoff:

Judge ’resigns’ to end hostage standoff in Florida; statement fooled gunman

JACKSONVILLE, Fla. (AP) — A judge pretended to resign on live television Wednesday to end a standoff in which a man armed with a gun held an attorney hostage, authorities said.

Duval County Judge Sharon Tanner, who authorities said had handled a case involving the gunman, gave the bogus resignation on camera as local stations were covering the hostage incident live.

The attorney was freed unharmed and the gunman, who had demanded the judge’s resignation, surrendered shortly afterward, Sheriff John Rutherford said. The names of the gunman and lawyer, and the lawyer’s relationship to the suspect, were not immediately released.

The incident began when Mayor John Peyton received a call at City Hall shortly before noon. The man said he was holding an attorney hostage at Riverplace Tower, a 28-story downtown office building, and had a bomb. Sheriff’s officials later said the man did not have a bomb in his possession.

While talking with the man, Peyton was able to contact the Jacksonville Sheriff’s Office, and officers evacuated the highrise. Peyton was able to keep the man on the telephone for about 45 minutes, while police converged on the building.

One of the man’s demands was that Tanner resign on live television. Peyton said the man was not pleased with the outcome of a case he had before the judge. It was unclear what the case involved.

"There's another new stream of intelligence that came to our attention on Friday

Appears to refer to when the intelligence came to their attention, not a specific date of attack.

War Gaming Terrorism

This is the first part of a series of analyses that seeks to game out potential terrorist attacks from the terrorist point of view, using something other than the farcical paradigms used by software engineers.  It relies instead on the real world where unknowns and variables abound, where cultural blindness and differences impact greatly and human frailty is a constant.  Where limited resources, betrayals and impersonations are a part of the environment… an unclean world fraught with uncertainty and risk.

During the 90's a friend's Mother lived in Canyon Country, CA. There was a wash or old riverbed behind her. She kept saying there are Russians here and they hold drills out in the wash. Also, one night I was out on a date and we wanted to have a smoke so my date said "I know a bar we can smoke in." When we got there he said be careful, don't make too much eye contact because members of the Russian mafia hang out here. It was weird. The bar was also in Canyon Country.

Wag the dog???

Un-f'ing-believable... The ability of the average American to draw a conclusion based on mountains of evidence has been effectively neutered by the media and Washington.

What is so disturbing about American society's attitude toward the War on Terror can be boiled down to two things:

1) Proof of terror exists only in its fruition.

2) Even then, it may not be enough

There will always be an indisidious assertion that politics is to blame. We could have time-stamped, live video of OBL lighting up a suitcase nuke in Times Square over the Internet and every major news network throughout the world, and some group, somewhere will say it's in the name of Bush trying to steal an election.

How depressing that the only way to survive as a nation is, quite frankly, to survive (how profound, right?)

In essence, we, as a people, need to completely write off the fork-tongued elements of the Democratic party (Dean, Kennedy, McDermott, Pelosi et al.) as fifth-columnists. They are truly a danger to the Union in that we allow them so much of our time to be aghast, bitter, and stupefied by their breathtakingly treasonous behavior. By assigning them power, we give them power. The judiciary will never try a Jim McDermott for treason. The judiciary will never go after celebrities like Danny Glover, who give comfort and aid to the enemy. Popular sentiment will never convict Michael Moore for being the lying Uriah Heep that he is. Congress will never have the backbone to kick the U.N. off our shore.

We need to forget about the ones who've politicized 9/11 and the War on Terror. They're lost. So are their followers. They've made their deals with the devil and those who are unsavvy enough to see their duplicity are no longer worth our time. We'll never enlighten the people at DU, the people at Slate, at Planned Parenthood, at NEA, at NOW...

OK, folks, no more stories about missing fuel rods ...

Regulators will stop revealing nuclear plant safety lapses

WASHINGTON (AP) — The government will no longer reveal security gaps discovered at nuclear power plants, hoping to prevent terrorists from using the information, regulators said Wednesday.

The Nuclear Regulatory Commission announced the change in policy during its first public meeting on power plant safety since the Sept. 11, 2001, terrorist attacks. It drew barbs from critics who said the secrecy would erode public confidence in the agency.

Until now, the NRC has provided regular public updates on vulnerabilities its inspectors found at the country’s 103 nuclear power reactors, such as broken fences or weaknesses in training programs.

“We need to blacken some of our processes so that our adversaries won’t have that information,” said Roy Zimmerman, director of the commission’s Office of Nuclear Security and Incident Response, which was created after the attacks. NRC spokesman Scott Burnell said commissioners voted to take the step March 29, but kept it quiet as agency staff worked to implement the plan. The vote itself was revealed Wednesday and had nothing to do with this week’s warnings that terrorists had surveyed U.S. financial institutions, Burnell said.

Carmel Mayor Jim Brainard declined an on-camera interview and instead told Eyewitness News by phone, "These incidents happen all over the country. We all need to be vigilant. For security purposes, I can't go into any details." But Mayor Brainard did give more details to the Herald-Tribune. He told the newspaper a man was arrested and sent to the U.S. military prison in Guantanamo Bay Cuba two years ago.

I'd say that is confirmation that Harris was more or less correct. Notice the FBI said no one is under arrest in Indiana, which would be true if the person is at GitMo. She probably muddled some details, thus "she doesn't know what she's talking about", or perhaps that could better be translated. "I wish she'd shut up and not blow the XXXXX operation"

This looks like awesome stuff. I just did a cursory examination, but we should all read these four game scenarios and something useful might come to light.

OK OFF TOPIC now: What would happen if somebody signed onto FR as a new user and took the screen name ALL? Would the system take it and if so, would they get millions of pings a day? Just something I've been wondering about for oh....years. LOL

The James K. Polk building, which holds the Tennessee Performing Arts Center, was evacuated Wednesday afternoon after officials found a suspicious package

According to the link: "The sound the people heard was a piece of plastic that fell through a mail chute. The plastic made a sound similar to an explosion when it hit the ground, officials said. "

Nothing about any package found.

Terror]New Information On Al Qaida Surfaces

New Information On Al Qaida Surfaces

United Press International

A share of the intelligence that led to the increase in anti-terrorism security in the United States was reportedly updated just months ago by al-Qaida.

The Los Angeles Times said Tuesday surveillance files from Pakistan plus other information collected by the United States meshed well enough to trigger the alerts on the East Coast.

Homeland Security officials described the intelligence as alarming over the weekend; however, sources told the Washington Post and New York Times it was months old.

Several officials told the Post much of the information found on a laptop computer seized in Pakistan was obtained through sources available to the general public months before Sept. 11, 2001.

Other sources told the LA Times new intelligence corroborated the theory militants were plotting strikes in New York, Washington and New Jersey. In addition, the newspaper said, there was evidence al-Qaida had its evil eye on the Bank of American building in San Francisco.

British intelligence officials say U.S. financial institutions in London have been targeted for terror attacks by al-Qaida, The Times of London said Tuesday. The information came from a cache of coded e-mails found on a computer belonging to an al-Qaida suspect living in Pakistan. The information prompted the U.S. government to raise its security alert status for New York, Washington, and Newark, N.J.

The British government responded immediately to the intelligence by convening a session of the emergency coordinating unit known as Cobra.

The newspaper said after the meeting, Scotland Yard cautioned high-profile U.S. institutions such as Citigroup, which is based in one of the twin towers of Canary Wharf, and the Bank of America and Merrill Lynch, which have headquarters in London.

The coded messages note traffic patterns, possible escape routes and details about the number of security guards, their shift change times and whether they are armed.
