I have heard several times that the suitcase nukes have some kind of neutron emitting fuse material, and that the lifespan of a fuse is only six months or so. Still, whether it could go critical to it's full rated power, it would still make a hell of a mess, dirty-bomb-type wise.

Botulinum toxin in a water tower is a more credible scenario. Cheaper and just as deadly. 3000 toxin casualties would strain the antitoxin supplies in the US and a lot would die. All the terrorist would have to do is crawl to the top of a water tower and drop a small ten milliliter vial of toxin into the water. Even filtration wouldn't remove it and by the time someone realized it was the water it would be too late. Nukes are too expensive and difficult.

I wish I didn't believe that the Islamofascists wern't going to set off nukes in NYC and DC, but I do. I think push always comes to shove.

I think you're right. The maintenance to maintain them in optimal condition is high and I don't think they have the tech to do that. Of course if someone else gave them fresh ones that might be a different story. Also, they are not, if I understand correctly, truly "backpack" size but more on the order of 160 pounds or so. Of course with our Southern border in the shape it's in they could just ship the damn thing in from Mexico.
