(CNN) -- A close associate of al Qaeda leader Osama bin Laden was flown from Iran to Saudi Arabia on Tuesday after surrendering to security officials at the Saudi Embassy in Tehran, a Saudi Interior Ministry official said.
Khaled al-Harbi was believed to have been living near the Afghan-Iranian border.
Video aired by the Arabic television network Al-Arabiya Tuesday showed al-Harbi being carried from a plane and placed in a wheelchair.
Al-Harbi is believed to have fought with bin Laden against Russian forces in Afghanistan about 20 years ago. Saudi officials believe al-Harbi returned to Afghanistan in the mid-1990s, joining up with al Qaeda.
In late 2001, he was identified on a videotape conversing with bin Laden about the September 11 terrorist attacks.
News of the surrender comes after a Saudi amnesty offer in late June for al Qaeda fighters to surrender within a month.

Not sure that the surrender of the AQ fellow in Iran is really a surrender. As seen in Pakistan, the "surrendering" terrorists may be absolved of any and all possibly indictable activities to date, and free to return to jihad at will with a now clean slate.
Given the medical condition of this man, he may well be testing the waters for other terrorists. Time will tell.

Unconfirmed reports say that he had met with Osama Bin Laden and Taleban leader Mulla Omar shortly before the Sept. 11 attacks in New York and Washington. He escaped from Afghanistan and returned to Saudi Arabia after the United States started bombing Afghanistan and toppled the regime there. Reports say that he could have been among the terror suspects who fled Riyadh’s Al-Jazirah district after security forces raided a hideout and arms store there. "
I've seen reports indicating that AQ funding has been significantly augmented by leasing expensive autombiles in Europe, removing VIN numbers, and re-selling them in Muslim countries. Not hard to see a possible connection with this man, given his demonstrated connections in the used car business, and if true, would go a long way towards explaining his favor in the AQ heirarchy.
