The complete report was presented to President Ford the following December. Following the Executive Summary, in this chapter several important points from the report are listed which do not appear in the Summary. These points are discussed elsewhere in the book

Also ... I usually post my abortion articles under "Culture/Society". This was a tough call ...
It could have gone under "government" (since it was official policy for many years until Reagan caved to the Vatican or something ... I'm still reading).
It could have gone under "Conservatism" ... surely Nixon, Kissinger, Ford, Scowcroft are "conservatives" and their outlook on reducing population (particularly of developing countries) to protect our national security and "overseas interests" is a conservation measure of a sort.
I've elected to go with "Crime/Corruption".
I think this is a crime and a sure corruption of the "all men are created equal" language of the Declaration of Independence on which this nation was founded and on which our founders staked (and for which countless men and women have since given) their lives.

They did belong to the Republican party, but I don't think we'd let any of them speak at the convention anymore.
Remember, Nixon actually presented a plan for socialized medicine. If it had been adopted, 90% of the disgruntled old folks who were out demanding a national prescription drug program would have already been dead!
Interesting that Kissinger once proposed using abortion to control the affairs of foreign nations, most likely third-world types. This used to be a popular idea among Reformed Jews who had pretentions of having great political and social wisdom, so it's not surprising at all to find Kissinger touting it. If he hadn't, they'd have kicked him out of his seats.
BTW, I think there's been a bit of fallout in Jewish political circles regarding abortion. It's rare to hear anyone arguing today that it should be imposed on third-worlders to avoid global revolution.

It is quite telling that conservative and liberal "population control" advocates NEVER advocate that males resort to surgery on their bodies to control population.
Overt sexism is politically blind.
I doubt Henry Kissinger would want goverments advocating HE have surgery to control "excess" humans beings being produced.

If abortion is the salvation for irresponsible humanity, then saving humanity is irresponsible.
The United States reduced it's birth rate and what is our reward? Invasions from the excess population from countries populated by irresponsible idiots, who abuse the pleasures of sex, while rejecting any responsibility for their actions.

As for Kissinger and Nixon there is almost no way to call them conservative. It's more reasonable to believe that in 1960 JFK was the conservative candidate. Kissinger actually felt that his role was to delay the inevitable communist triumph, a modern day Metternich of 1848.
The idea that in 1973 the U.S.A. had prepared worldwide population control programs won't make us too popular today. It will reinforce the belief in many, overseas, and a few at home that we really do plan to rule the world as a tennis shoed grandmother veteran of the Little Red Schoolhouse claimed to me as I questioned her ideas at a demonstration last year on Long Island.
Sorry for the stream of consciousness ramble, but this story intrigues me.
I understand. We did and do dream of world domination, that is clear.
