If history is prologue, then it is highly unlikely that even if John Kerry WERE elected to the Presidency, he would be much in residence at the White House. Hard to imagine a Cabinet meeting, as he wouldn't be there to call one, let alone act as chair.
Who would be running the country?

If it passes I bet Romney will veto it.

Rove is not saying much about Kerry's absenteeism yet. Wait until September - October, and the Bush ads will be all over him for his [lack of] voting record. This is one of those things that the public really cares about and understands. Whether or not the man is earning his pay. It should be devastating.

I think he's not voting precisely because he's not thrilled
about the possibility of his leftist leanings and past voting
record being used against him in the campaign.
no votes, no controversial voting record. the people of the

That's a great campaign ad idea. A shot of an empty Senate seat while the narrator lists all the major votes Kerry hasn't voted on while he's been campaigning.
