The document was obtained by Free North Korea Broadcast via China from an insider who pretends to work for Kim Jong-il, but actually on 'their side', according to them. Some N. Korean defectors has been saying that there is a missile base at Mt. Moodubong. So a secret missile base could be under construction. Probably deep underground and well-fortified. This may be one of the missile bases under construction which were spotted by U.S. spy satellites, which also spotted, sitting next to the construction site, new N. Korean missiles on mobile launcher with the range of 3,000-4,000 km.
The term Third Stronghold of the nation sounds like symbolizing something quite important. It may well house missiles which can strike U.S. territories, such as Guam and Hawaii(and maybe beyond), armed with WMD's, possibly nuclear warheads.

This could well be disinformation funneled out from the Chinese. I still haven't decided that the Chinese and even the Russians don't see the DPRK as their remote control tool of terror. That's the simplest explanation for all of this contention, in my humble opinion. They made the DPRK, and it's still squarely in their geopolitical interests to maintain it as a force against the Allies. That could be changing as we try to woo the Russians over to our side, but it will take me a lifetime to believe that they still don't have global ambitions.

The information above is not specific enough to qualify as an effective disinformation of the kind suggested by you. Besides, N. Koreans usually achieve the same effects through open dramatic public display, such as missile test or diverting plutonium, which triggers the whole range of worst-case speculation from their adversaries.
Good points, but lack of specificity can actually work in their favor. The audience of their disinformation doesn't have to be our intelligence agencies (which may be able to discredit it) but can also include our citizens. The Axis of Evil is waging a media war more than anything else. They certainly don't have military superiority, but if they can frighten our citizens at the right time, they can gain advantages.
Didn't it come out recently that they've now got or will soon a missile that can hit the Aleutians? With a bit of tinkering, they could target Alaska. The West coast would soon be in their sights. At which point Hollywood RATs will either leave for Europe or Australia en masse, or demand that we cave in to whatever Kim Jong-il wants.
