FAIRLAWN, Ohio -- An 13-year-veteran of the Fairlawn Police Department was terminated Tuesday after an investigation of traffic stops involving women were discovered to be of a sexual nature.
Fairlawn Mayor William Roth Jr. said that a six-week investigation was conducted before Officer Richard Jacobs (pictured, left) was fired. The investigation reportedly uncovered numerous violations of the City of Fairlawn Police Department's rules of conduct.
The investigation began on April 21, 2004, after a written complaint was filed by a city resident regarding a traffic stop two days earlier.
The woman said she was allegedly stopped for speeding, but submitted to a field sobriety test for drunken driving. She said she was handcuffed and put in the rear seat of a cruiser and asked three times what would she be willing to do to get out of the ticket, Roth said.
Another incident allegedly happened on Dec. 24, 2003, officials said. In this incident, the complainant said Jacobs allegedly attempted to convince her to engage in sexual activity with him. The woman said she was allowed to continue home without incident.
The investigation also revealed that Jacobs abused his authority to access information from the Law Enforcement Data System. Officials said he could not indicate a law enforcement purpose for the queries.
The case was reviewed by the Summit County Prosecutor's Office for possible criminal conduct, but charges will not be filed because of insufficient evidence.
Police Chief Kenneth Walsh said Jacobs denies any wrongdoing and has filed for an arbitration hearing to fight his firing.
I have a test for you:
Hey, I'm a good looking guy!
I'm speeding and you pull me over and find me in my hot convertible wearing tight jeans, low cut shirt and a brand new gold chain aroung my neck.
Are you saying you would really give me a ticket?
That one was hilarious! And if you want even more laughs, tune into Chapelle's Show. Two truly funny shows from the network that brought you South Park!
Deputy Junior -
Reason For Joining The Force: "My Dad was a cop. Said I could go to Juvie or join the force".
Astrological Sigh: "Not Sure"

My brother in law is chief of a local PD.
He would definately squash someone for this sort of behavior.
Cops like that are a minority, yes..
But, being 17 and having a female officer chase one's self about is rather disconcerting.
Especially at the time.
Why does he hide the Breathalyzer behind his zipper?
Thought it was funny as well.
Chapelle's show?
Gonna have to run that one down.
Remember your comments when someone is trying to take you or your loved one's life... and I save you or them, at the threat of great bodily injury or death to myself.
If you save a Freeper's life it will probably be when you tell the federal scumbag police to take a hike out of your county.

"Excuse me sir, but your trunk lid was open and I viewed that as rather inviting."
This happened to me when I was in college. I was pulled over while driving from one job to another. I worked at different nightclubs & after hours bars as a black jack dealer. The officer pulled me over & accused me of driving drunk. I explained to him that I had no alcohol and was on my way to work (the after hours bar mentioned was frequented by many cops). After a little back & forth, he admitted he pulled me over because I was "pretty" and wanted to ask me out. I was too young & naive to realize that I should have reported him.
Years later, I had a friend in Malibu who used to get pulled over 3-4 times each week when she drove home at night from work. There were 2 different officers that used to harass her.She was very pretty & drove a nice sports car. They were hoping to catch her drunk one night, but never did. I was afraid for her safety & told her to file a harassment complaint. Both officers had tried to "pick her up". She said she had to live in the town & was too frightened to "tell on them".
I'm better lookin' than some of those female cops..........
"Macho, macho man..."
But was he "firing" blanks?
I might as well post this just to irk the JBT's and Cap-n-Crunch.
The 80/20 rule applies to the LEO profession as well as private sector. I'm very glad for the 20% of guys-n-gals who are the best folks around. Unfortunately, the 80% are the ones we encounter on a daily basis and the system is designed to entrench them into a lifetime civil service gig with a gun and a badge. It's very tough to get rid of a marginal employee who's a cop, especially in a small town who cannot afford the long term costs associated with termination of a person who is going to not go away cheap or easy.
The cop who pulled me over was CHP (highway patrol) The cop I dated was LAPD Detective. I wonder if most of these guys harassing women are highway patrol? just curious.
Oh funny.
How do you reconcile the anti-second amendment stance that "Law Enforcement" has with "saving" someone from bodily injury or death?
Logic tells me they don't want people to be able to protect themselves.
Read my tagline. Wiggum is a cop, and one of the smarter ones, IMO.
you were harassed by a woman cop at 17? yikes!
