The 80/20 rule applies to the LEO profession as well as private sector. I'm very glad for the 20% of guys-n-gals who are the best folks around. Unfortunately, the 80% are the ones we encounter on a daily basis and the system is designed to entrench them into a lifetime civil service gig with a gun and a badge. It's very tough to get rid of a marginal employee who's a cop, especially in a small town who cannot afford the long term costs associated with termination of a person who is going to not go away cheap or easy.
