RED ALERT!!! RED ALERT!!!

There are three bills ready for a vote in the Assembly. Two would turn the entire Sierra Nevada mountain range into a conservancy. The other one would give the state total control over water and private property. Unless these bills are stopped, you can give up on CA.

AB 1788

(d) Protect water quality from degradation.
--so your private water well or reservoir is included in this blanket provision

(i) Aid the preservation of working landscapes.
--If you have a resource oriented use of land and you want to change it-- watch out, under this blanket rule, the conservancy can "preserve" your land.

In the case of a grant of funds to a nonprofit
organization for land acquisition,
--It is patently unconstitutional for a government to give public monies to a private organization against the wishes of the citizen and taxpayer and to an organization which is at odds with private ownership of property.

The conservancy may receive gifts, donations, subventions,
grants, rents, royalties, and other financial assistance and funds from public and private sources
--This opens the conservancy for all kinds of corruption, favoritism and graft

2) Interferes with, obstructs, hinders, or delays the exercise of a water right by the owner of a public water system, including, but not limited to, the construction, operation, maintenance, replacement, repair, location, or relocation of a well or water pumping, treatment, or storage facility, pipeline, or other facility or property necessary or useful to the operation of the public water
system.
--protects public water but nowhere includes protection of private water supplies and sources.

(f)
(e) The conservancy shall provide written notice to everyCalifornia water association likely to bear direct impact from anyproposed action, policy, or project that may affect a water right or water delivery system at lest least 45 calendar days prior to the date set for approval of any of those matters by the conservancy.
--The conservancvy can impact water resources (some water associations are private) and all they have to do is give 45 days notice?

This bill is a real destroyer of property rights and constitutional government. By creating this agency, did they merge counties as required by the Constitution? Because 20 counties are being merged into one regional government without elected representation, it should scare everybody in this state.

They are changing our entire governmental structure with this bill, and the private property owner and taxpaying citizen are the losers.

Yes, these bills seeking to control land and water is a major smoke screen to control people. From the supposed point of view of the Conservancy....unless surrounding states like Nevada are on board, none of the foreign plant invasion eradication will do a bit of good. It's not like invading plant species are going to stop at the Cali/Nev state line.... ;)

The government gibberish is a bill that is about to become law.

We cannot have a government by the people and for the people when the people don't analyse and understand the laws the most corrupted ones in Sacramento want to force on us.

The bill is not gibberish, everything in it has meaning and purpose. If a statement is vague, it means the politicians want to interpret it very broadly after it passes which means bad news for us.

If the bill is specific, understand what they are telling you, most of the time it is very bad for us. I have tried to explain based on other cases what some of the language means, but read it for yourself. Try to understand it. Ask for help on specific points, but try to educate yourself.

These people have the easiest time taking our rights away from us because if we think they only write gibberish, then they can get away with murder and they do!

Well, if they propose tearing out EVERY acacia tree, eucalyptus tree, and scotch broom plant, it's okay by me. They're all non-native, and they all introduce misery to the state by being horrible allergens and fire hazzards.

It's far more likely they will require YOU to do it and fine you harshly if you don't provide perfect results immediately.

Nope, they won't stop at the state line. Next time you're taking a drive on I-80 to Nevada, just look at the roadside. Roads are a wonderful vector for weeds.

Your subsequent questions belie that notion.

Yeah, I DO understand, but your presentation here tends to make me start looking for my tinfoil hat.

If you understand then why the questions regarding the effects? Should I get out my hip waders or chest waders?

I don't know how that bill can threaten private water. I've been considering(God and probate court willing) buying property out in the middle of BFE. This means septic tanks, propane, and...water wells. There is electricity and phone lines, but you have to have dish satellite for television reception.

I remember what happened the last time the state government declared a drought. Remember that? If you had a green lawn, the pc police were down your throat. I personally choose to conserve and be responsible. I don't need the government telling me how much water my family can use. This is the kind of thing that we should be watching out for. Take a look at the people who voted for these bills.

Speaking of Eucalyptus trees, I didn't know they weren't native. I do know that where I live is full of them. I spent 2 yrs as a kid on allergy shots. How are they going to dig up trees that big? What would Greenpeace say?

Allow me to give you a quicky analysis.

Regarding the Sierra Conservancy: For 10-12 years CA developed an extensive and detailed plan on the Sierra. The US Forest Service participated in this and was represented by the SW Regional Forester. With the approval of Clinton and Babbit, all the federal lands in the Sierra would be subject to the plan.

When Bush entered office, he threw a monkey wrench into the plan by replacing the Regional Forester. The new man, Blackwell, immediately announced new studies regarding the threat of forest fires that the plan would antagonize. He also began reviewing the issues of hunting and other forms of recreation, as well as the issue of inholders.

As is was, the terrible wildfires occurred in the west and Bush developed the Healthy Forest Initiative which passed Congress and withstood the enviro lawsuits. Forester Blackwell's studies were rolled into the Healthy Forest Initiative.

When the plan was put on hold, CA sat by waiting to see what the feds would do, hoping that they would return. When it became apparent that the fed would not return, they proceeded on their own. These two bills are are but variations of the plan. The voters support a plan.

As for the the creation of board to oversee the various invasive species programs, that is of little concern as it creates nothing new in the way of programs. It will draw money away from those existing programs, which are under funded.

This IS welfare for wildlife and affirmative action for fish and plants!!!

It IS a huge government jobs program at the very time that government is the ONLY growth industry in the huge region!!!

Didn't you see the part about over 60% of the state's water coming from the region. When government controls the water, IT CONTROLS THE LAND! (watershed)(wells, etc.)(all relevant aspects of private property and it's resources)

They're USING supposed crises to stampede said universal government control with it's costly "Welfare for wildlife and affirmative action for fish and plants!" It has long been their dream to convert displaced resource industry employees into government environmental enforcement employees.

They're USING the Governor's popularity to further all of the above in the middle of a state fiscal crisis and it's just plain senseless when you stop and really think about it. Now, I've stopped using my usual inflamatory verbage in hopes you will DO exactly THAT and join us in stopping this "welfare" expansion! (because now the threat is immenent)

of Los Angeles Co gov who are passing ordinances to restrict ANY building by private landowners in the Santa
Monica mountains through grading and ridgeline restrictions! all part of the steady march of UN/Global

The eucalyptus were brought in in the 19th century as a test for growing as fire wood. Problem is, they are so incendiary that they are severe fire hazards. Also contribute to the allergies here. I won't allow them on my property, nor the acacias and scotch broom. They ARE nearby though, and the allergy season is horrific here.

No, fixing a problem is not the real issue. I think creating a new "problem" is. You are absolutely correct in your assessment of these bills. They are promoting a socialist agenda. We are so screwed if these bills pass.

What the problem is, is that our attention has been on Iraq, and the attacks on the President and his administration. I think that everyone has been focusing on the war, and that's what these "elected officials" are counting on. They're hoping that us nutcases won't notice these bills being pushed through the system.

Eggs, you can borrow one of my spare tinfoil hats ;-)

JR and all: who do we contact, and how can we stop them?
