Yes, these bills seeking to control land and water is a major smoke screen to control people. From the supposed point of view of the Conservancy....unless surrounding states like Nevada are on board, none of the foreign plant invasion eradication will do a bit of good. It's not like invading plant species are going to stop at the Cali/Nev state line.... ;)
Nope, they won't stop at the state line. Next time you're taking a drive on I-80 to Nevada, just look at the roadside. Roads are a wonderful vector for weeds.
