Dar al Ha(r)b means "Place (world) of War"-- as Dar al Islam means that world brought into submission. IOW--either you're in the world of the defeated or the yet-to-be defeated. "Islam" does not mean "peace"--as the deceivers would like the naive to belive.

Everything is war to the Muslim, so there is no significance to the question you pose--"Do you mean that Mohammed says its OK to lie to infidels in wartime only or at any time?" . When I was little, I believed in unicorns. Much rarer is the Moderate Muslim. Even if they exist somewhere, they are clearly cowed, silent and ineffectual. In which case, they don't signify.

Again, your question does not make a lot of sense. Mohammed said yes--to the Sunnis and little Aisha, at least--so clearly at least the Sunni Muslim has been given dispensation to do so.

My logic tells me that "and eye for an eye" indicates revenge, but only in equal proportion to the injury.
