I am guessing this to mean that he is sorry it happened not that he is sorry as a responsible person. In the same way I am sorry if my wife has a bad day at work. I am sorry it happened not feeling responsible.
By the way I am sorry for getting caught up in semantics.

That's the way it sounded to me. I'm sure he's sorry these folks were humiliated the way they were. The soldiers who did it put a huge stain on our entire military because that's how folks tend to judge things. Just look at what's been said by the libs in this country!

I don't have a problem with Bush's 'apology'. It just gives him the chance to say, in his diplomatic way, now leave me the hell alone!

At least someone gets it. Some people don't realize that "sorry" can have multiple meanings. One can be sorry something happened but not sorry as in taking blame.
