I am guessing this to mean that he is sorry it happened not that he is sorry as a responsible person. In the same way I am sorry if my wife has a bad day at work. I am sorry it happened not feeling responsible. At least someone gets it. Some people don't realize that "sorry" can have multiple meanings. One can be sorry something happened but not sorry as in taking blame.
