This Public Announcement is being updated to remind U.S. citizens of the continuing threat of anti-American violence and terrorist attacks against U.S. citizens and interests, specifically in the Middle East, including the Red Sea, Persian Gulf, the Arabian Peninsula and North Africa. This Public Announcement supersedes the Public Announcement issued on March 23, 2004, and expires October 23, 2004.


In light of the ongoing tensions in the Middle East, the Department of State is concerned about the potential for demonstrations and violent actions against U.S. citizens and interests in the region and throughout the world. U.S. citizens are reminded to maintain a high level of vigilance and to take appropriate steps to increase their security awareness.


U.S. citizens should remain alert to the continuing threat of anti-American violence, including possible terrorist actions against aviation, ground transportation and maritime interests, specifically in the Middle East, including the Red Sea, Persian Gulf, the Arabian Peninsula and North Africa.


Credible information has indicated terrorist groups may be planning attacks against U.S. interests in the Middle East. Terrorist actions may include suicide operations, bombings, hijackings or kidnappings. These attacks may involve aviation, ground transportation and maritime interests. While conventional weapons such as explosive devices are a more immediate threat in many areas, use of non-conventional weapons, including chemical or biological agents must be considered a possible threat. Terrorists do not distinguish between official and civilian targets. Increased security at official U.S. facilities has led terrorists and their sympathizers to seek softer targets such as public transportation, residential areas, and public areas where people congregate.


On occasion, the travel of official personnel at embassies and consulates around the world is restricted because of security concerns, and these posts may recommend that private U.S. citizens avoid the same areas if at all possible. Services to U.S. citizens in countries abroad may be affected if employees’ movements are restricted. If this happens, U.S. embassies and consulates will make every effort to provide emergency services to U.S. citizens. In case office hours are reduced, U.S. citizens in need of emergency assistance should telephone the nearest U.S. Embassy or Consulate before visiting in person.


In addition, U.S. citizens planning to travel to the Middle East or North Africa should consult the Department of State's country-specific Public Announcements, Travel Warnings, Consular Information Sheets, the Worldwide Caution Public Announcement and other information, Fact Sheets, and regional travel brochures available on theConsular Affairs Internet website at http://travel.state.gov. It would be very interesting to know the names, nationalities (if other than American) and religions of the truck drivers. If they don't have Arabic or Muslim names, then it would be interesting to know if they are Muslim converts with American names. Of course, that might involve knowing their race, which is verboten.

If some of these truck accidents are jihad incidents, of course some could be caused by the driver but some could be caused by sabotage of the truck, or other drivers causing the accident.

There will be server logs with the IP addresses of whoever did that - and those IPs should be traced and turned over to law enforcement. Denial of Service attacks are illegal - they violate federal law.

A former Iraqi intelligence officer has disclosed new information about Saddam Hussein's ties to the al-Qaida-related terrorist group Ansar al Islam.

The Iraqi intelligence agent, who currently is in the Al Suleimaniya prison, told interrogators he served as coordinator between the Iraqi Special Security Department and the hardline Kurdish fundamentalist groups, including Ansar al Islam.

Foiled Jordan Attack Not Chemical-'Qaeda Tape'

DUBAI (Reuters) - Al Qaeda planned an attack on Jordanian intelligence services but not using chemical weapons as Amman has charged, according to a new audio tape purportedly from a leading al Qaeda figure aired on Friday.

Jordan said earlier this month it had foiled a major attack that could have killed thousands. The tape purporting to be the voice of Abu Musab al-Zarqawi accused Jordan of lying and of extracting "false" confessions from militants under torture.


Jordanian state television has aired what it said were confessions by captured militants linked to al Qaeda who said they had planned chemical attacks in Jordan, a key U.S. ally.


"Yes, the plan was to totally destroy the building of the intelligence apparatus," the voice on the tape said in excerpts aired by an Arab satellite television station on Friday.


"(But) their claims of unimaginable casualties and that it was a chemical bomb that would have killed thousands of people is a pure lie...The chemical and poisonous bomb is a fabrication by the evil Jordanian mechanism," he said in a full text of his statement carried on Islamist Web sites.

ABC Nightline Pre-emption

The ABC Television Network announced on Tuesday that the Friday, April 30 edition of "Nightline" will consist entirely of Ted Koppel reading aloud the names of U.S. servicemen and women killed in action in Iraq. Despite the denials by a spokeswoman for the show, the action appears to be motivated by a political agenda designed to undermine the efforts of the United States in Iraq.

There is no organization that holds the members of our military and those soldiers who have sacrificed their lives in service of our country in higher regard than Sinclair Broadcast Group. While Sinclair would support an honest effort to honor the memory of these brave soldiers, we do not believe that is what "Nightline" is doing. Rather, Mr. Koppel and "Nightline" are hiding behind this so-called tribute in an effort to highlight only one aspect of the war effort and in doing so to influence public opinion against the military action in Iraq. Based on published reports, we are aware of the spouse of one soldier who died in Iraq who opposes the reading of her husband's name to oppose our military action. We suspect she is not alone in this viewpoint. As a result, we have decided to preempt the broadcast of "Nightline' this Friday on each of our stations which air ABC programming.

We understand that our decision in this matter may be questioned by some. Before you judge our decision, however, we would ask that you first question Mr. Koppel as to why he chose to read the names of 523 troops killed in combat in Iraq, rather than the names of the thousands of private citizens killed in terrorist attacks since and including the events of September 11, 2001. In his answer, we believe you will find the real motivation behind his action scheduled for this Friday. Unfortunately, we may never know for sure because Mr. Koppel has refused repeated requests from Sinclair's News Central news organization to comment on this Friday's program.
