Recall that Al Qaeda translates as "the base". A nuke weapon will be launched from a ship into Manhattan at ground level and will shear the tall buildings off at the base. They expect lots of collateral damage as adjacent buildings are struck by the undermined ones.

When I ran that thru google, it comes out that it is the name of a communist group.
