Man, if that's the penalty in California for showing no emotion, it's no wonder so many Californians wear their emotions on their sleeves. ("No kicks for me.")

I think it is all in the pants.

Pants made of heavy material. Loose fitting around the critical parts. Tied down tight at the bottom of the legs.
