The CIA had Osama bin Laden in its gunsights a year before 9-11, but because the Clinton White House had ordered agents to take bin Laden alive or not at all, he lived on to kill another day:
secret CIA videotape shows that the Clinton administration had pinpointed the whereabouts of Osama bin Laden a year before the 9/11 attacks, but declined to kill him because of White House orders that he should be taken alive. The video, obtained and broadcast by NBC News, "illustrates an enormous opportunity the Clinton administration had to kill or capture bin Laden," the network reported Tuesday.
Images filmed in Afghanistan by CIA Predator Drones show a man clad in white robes who towers over his entourage. [Bin Laden is 6' 5" tall.]
The film was shot over Tarnak Farm, the walled compound where bin Laden was believed to live at the time. The layout of the buildings in the Predator video perfectly matches previous photos and diagrams of Tarnak Farm prepared by U.S. intelligence.

Though President Clinton has boasted repeatedly that he issued orders to kill bin Laden, no action was taken when the White House finally got its chance.
Why not?
Gary Schroen, a former CIA station chief in Pakistan, told NBC that the White House had in fact ordered the CIA to do just the opposite - take bin Laden alive or not at all.
The order "reduced the odds from, say, a 50 percent chance down to, say, 25 percent chance that we were going to be able to get him, Schroen told the network.
Coulda, shoulda, woulda, but didn't. And thousands died, and we're at war.
If you liked Clinton's feckless approach to terrorism, you'll just love John Kerry.

Or, Toon was doing what he was told. I've always wondered if Toon wasn't submitting to blackmail most, if not all, of the time he was in the WH. That would explain a lot.

It's a shame the Predators weren't armed with missiles. The footage shown last night on NBC clearly shows the target as video'd from a most stable aerial platform - a platform that obviously could stay on-station long enough to deliver the armament with pinpoint precision.
Gotta say that the video quality from that drone at 15,000 feet was quite good. And that was back in the X-24(i) years. You can imagine what the video quality looks like on current Predators.

Now what is not answered here is why did Clintons not want OBL dead.

It's obvious Clinton did not remove his lips from Arafat's ass. Taking out Bin Laden would have made Arafat pass gas in Bubba's face.

Clinton couls have done a better job, but the event was coming. If not 9-11, then 9-11, or 11-9, or...

I began to wonder even more after I read Richard Miniter's book, Losing bin Laden. Toon did too much, too well, too often to keep UBL from being captured or killed. I just think it was deliberate. And if so, the question is why.
