Licenses To Illegals
Posted on 03/09/2004 6:53:52 PM PST by Allen In Texas Hill Country
In the last couple of days it has become known that Schwarzenegger has started working with the democrats in the Cal legislature to put together a referendum proof bill that gives illegal aliens valid drivers licenses. Giving an illegal alien a license that then opens doors that previously were accesible to only citizens is one of craziest ideas one could think of. Except for gay marriage.
Anyway, I just received a flyer from Schwarzenegger about Workers Comp. What an opportunity. I'm going to return this no-postage-required envelope and which is especially destined for the republicans in the legislature with a promise.
For Schwarzenegger to make this illegal alien license bill referendum proof he will need the help of some republicans.
My promise is this. "I swear that if he get this illegal alien license bill thru I will never vote for a repubo in Cal again." And I won't. On top of that, after getting as many more democrats elected in the Sacramento legislature as possible I will be leaving this rat hole state for Nevada or Texas.
And the requested signature will be left blank.
Maybe other Cal residents can do the same.

Allen,
Why has it taken you so long to realize California has so much to offer liberals? Besides, I've already beaten you to Nevada. And I'm originally from Texas. So, you picked two good states.

I share your frustration, but for those of us left, I can't say I'm happy about your proposed solution!
I'm curious... what did the Workers Comp flyer say?

So you were dumb enough to vote for Schwarzenegger instead of a real Republican like Tom McClintock, and THEN you blame the GOP as a whole?
If you're that feckless, Nevada deserves you.

This issue keeps coming back, despite the public's distaste for it.
Why?

Something called a Citizen's Petition To The California Legislation. Blah, blah, blah about workers comp. If they don't pass the guv's reform we promise to sign his Nov. initiative.

Because they believe they can get away with it.That's not an answer. I'm still wondering WHY anyone (Pubbie or 'Rat) would want illegal aliens to have driver's licenses.
We all know that relatively few will rush down to apply ("Let's see - I'm here illegally and subject to arrest at any time, so the thing to do is go into a state agency and announce myself as such." Yeah, right).
Is the intent to "document" the undocumented alien for security reasons? Is it simply to collect license fees and/or registration fees on their cars? Is it a back door voter registration? What's the REAL reason?

What the heck is a "referendum proof bill"? As you may already know, when the State Legislature passes a new law that is signed by the Governor, it is implemented on January 1st of the next year. This gives the people of the state of California the opportunity to overturn the law via a Referendum. If the people gather enough signatures on a petition, then the law is held in abeyance until the voters vote on it in the next General Election. If the Referendum is successful, the law never takes effect. If the Referendum is unsuccessful, the law takes effect as soon as the election is certified by the Secretary of State.
The only exception to this is when legislation is enacted on an "Urgent" or "Emergency" basis - this requires that the bill be passed by 2/3rds of the State Assembly and State Senate. In this case, the law takes effect as soon as the Governor signs it. Therefore, it takes effect before the people of the state can issue a Referendum to stop the law. Hence, it's "referendum-proof".

I'm speculating that it can still be overturned by Proposition, but only with extreme difficulty.
Schwarzenegger does not need the Republicans on this issue, since the Democrats have a simple majority. They will be able to ram this bill past the House and Senate, and Schwarzenegger will eagerly sign it into law.
Hey, don't look at me. I voted for McClintock!

I just do not understand why you people are missing the point!
I could not legally drive in Germany, untill I had passed a training course and drivers test, and paid for a special international drivers license.
It was not a picture ID, it was an additional official government document, that when added to my existing USA drivers licsense, certified that I could legally operate a moving vehicle in Germany. It expired on the date of my expected departure from the country.
I am not aware of a single country that does not require a drivers license to operate a vehicle.
Why would any state in the USA issue a state licence to an illegal alien?
I have traveled extensively throughout the world, and within the USA.
I am only required to change my drivers license when I intend to live in a different state in the USA for over 90 days.
I lived for two years overseas, and did not get a German drivers license.I got legal permission to drive in Germany, but it was a separate and distinct document.
If California issues drivers licenses to illegal aliens, I think Florida, and every other state in the USA, must respond by requireing all California drivers license holders to cerify themselves separately as legal drivers prior to operating a motor vehicle here.
A simple mechanism already exists to allow tourists and temporary residents to legally drive in the USA.
Why do you need to reinvent the wheel?

"Schwarzenegger does not need the Republicans on this issue, since the Democrats have a simple majority."
Because of the "urgency clause," it requires a 2/3 majority to pass. However, that only requires 6 Repubs in house, 2 in senate.

Don't worry, they wouldn't be arrested. Even if it required each DMV office to be declared a Sanctuary Zone, nothing would happen to any illegal who went to get a license. See the "Illegal Aliens Freedom Ride." How many of those self-admitted illegal aliens were arrested?
"Is the intent to "document" the undocumented alien for security reasons? Is it simply to collect license fees and/or registration fees on their cars? Is it a back door voter registration? What's the REAL reason?"
Gil Cedillo (sponsor of these bills) keeps saying "It's for public safety!" Others parrot that comment.
However, in other statements he's said we should give them licenses because "they were here first." He's also said that he wants to prevent illegals from having their cars impounded.
Personally, I think part of the reason is because he's a Mexican separatist idealogue.
However, for him and others the main reason would seem to be documenting the "undocumented." With their driver's licenses they can get other documents and blend in; few will be able to tell them from a citizen once they have a license.
There's also the issue of MotorVoter. When you go to get your driver's license at the DMV you can register to vote. If Gil Cedillo got you a driver's license, you'd probably vote for him, no?
In any case, the Big Lie is this is for "public safety." It's really for ideology and votes.
