February 24, 2004 -- WASHINGTON - The Pentagon has dispatched the elite commando force that hunted down Saddam Hussein to Afghanistan for a new operation aimed at getting Osama bin Laden, officials said yesterday. Military sources confirmed that members of the shadowy Task Force 121, the unit that conducted the high-tech search for Saddam and his henchmen, have recently begun operating in the remote mountainous region along the Afghanistan-Pakistan border where bin Laden and key al Qaeda and Taliban fugitives are believed to be hiding. The Task Force is made up of highly trained Delta and SEAL commandos, as well as CIA paramilitary operators. It operates outside normal military channels.

Valley has keyless encounters of the weird kind

Was it the storm clouds, sun spots or Area 51?

By late Friday afternoon, some locksmiths, car dealerships and towing companies had been flooded with calls about mysteriously malfunctioning keyless vehicle entry devices.

There were nearly as many theories as there were lockouts. But there were no firm answers as to why the remote devices stopped working.

"Maybe it's those little green men up north," said Nellis Air Force Base spokesman Mike Estrada, whose own keyless entry system failed. "Are there sun spots? I've been trying to figure it out. It happened to me right after lunch."

Estrada resorted to using his key to unlock his car door, but that set off his alarm.

ABC Locksmiths received 30 calls from drivers stumped by the failure of the key systems. Quality Towing received about 25 calls, and two Ford dealerships reported receiving scores of calls about the problem.

But ABC dispatcher Milo Ferguson didn't need to field any calls to know something was amiss.

"My car is one of them," Ferguson said. "It's some kind of electrical disturbance. Either that or a nuclear bomb went off a few miles from here."

Jerry Bussell, Gov. Kenny Guinn's adviser on homeland security, ruled out terrorism and described the phenomenon as a "frequency problem."


" At least some Ford and General Motors keyless entry systems use the same radio spectrum bands that are used in military operations, according to the Web site of the U.S. Commerce Department's National Telecommunications and Information Administration.

"These bands are heavily used worldwide for critical military air-traffic control and tactical training communications," the site states.

John Pike, director of globalsecurity.org, a defense and intelligence policy organization based near Washington, D.C., said military technology could easily be responsible for Friday's phenomenon. One such operation is jamming, which involves the release of electromagnetic energy to interfere with an enemy's radar detection capability.

Pike noted that particularly in Nevada, the military has a number of unacknowledged programs in jamming and radar and high-powered microwave weapons, any of which might have the potential to bring chaos to certain frequencies.

Estrada said Nellis officials checked into the possibility that military aircraft capable of sending out electronic jamming signals were involved, but they didn't believe that was the case.

"We've got a jammer in the inventory, but I don't think we've got any out here, let alone flying," he said.

Even if electronic warfare aircraft were flying, they operate at much different frequencies than commercial devices, such as garage-door openers and remote keyless entry systems, Estrada explained.

"The military is certainly capable of fibbing about these things," Pike said. "But, for the military to have done it, they would have to have seriously miscalculated the effects of some test."

Friday's phenomenon occurred as Nellis officials were preparing for next week's Red Flag air combat training exercise. The exercise, which involves dozens of fighter jets, bombers and other military aircraft from around the world, begins Monday and runs through March.

Chuck Clark, of the rural Lincoln County community of Rachel, is an Area 51 watchdog and researcher who monitors the government's classified installation near the dry lake bed of Groom Lake, 90 miles north of Las Vegas.

Clark said some of the high-tech equipment that he and other Area 51 buffs believe exists at the installation routinely cause odd occurrences in Rachel similar to what many people in Clark County experienced Friday.

"We get electronic jamming all the time," he said by telephone.

News reports of a similar phenomenon several years ago in Washington state suggested the outages were linked to the arrival of military aircraft carriers to Bremerton.

In March 2001, the keyless entry failures began at the same time the aircraft carrier USS Carl Vinson returned to Bremerton. Then in April of that year, the outages began one day after the carrier USS Abraham Lincoln arrived at Puget Sound Naval Shipyard.

(AFP) - President Vladimir Putin huddled with top pro-Kremlin lawmakers while Russia was kept guessing about its new leaders after a shock government sacking just three weeks ahead of a presidential poll.

Putin did little to clarify the new leadership mystery by meeting his deposed prime minister Mikhail Kasyanov and cabinet Wednesday to say that he had been thinking the move for some time but remained uncertain until the last minute about when he should do it.

He said the government's dismissal had been "basically planned."

Kasyanov sat grimly at Putin's right-hand side while his ousted cabinet ministers looked on gloomily as the president spoke. Several newspapers predicted that many of their careers were at an end.

"A sacrifice on the eve of elections," the Moskovsky Komsomolets daily declared on its front page beneath a picture of Kasyanov -- a man linked to Putin's predecessor Boris Yeltsin and the businessmen who lurked in his Kremlin court.

"The first one has been removed," said the paper while predicting massive government overhauls on the eve of Putin's expected March 14 re-election.

Putin's announcement Tuesday that he was dismissing a government that oversaw four years of economic growth was a shock not only to the nation but also to his ousted team.

The Kommersant business daily reported that most ministers and Kasyanov himself learned of the news from reporters.

"I did not expect this," Kasyanov was quoted as saying by Interfax.

Western officials also seemed to be taken by surprise.

"We are following the situation closely but have no other comment at this time," said one US diplomat.

Both independent newspapers and Western investors in Russia appeared uncertain about what sparked such a seemingly rash move from a president known for his calculating caution in politics.

Putin's decision is seen here as the Kremlin's formal break with the Yeltsin era and the business tycoons with which it was linked so closely and whom many believed Kasyanov was defending.

But Putin also left many confused. He did not show his hand Tuesday and kept silent about who would replace Kasyanov. He must present a new prime minister for approval within two weeks.

Putin invited lawmakers from the pro-Kremlin United Russia party to his suburban Moscow residence amid speculation that an announcement would be imminent.

The decision here is viewed as monumental -- the new prime minister would be seen as Putin's anointed successor and have an inside track in 2008 presidential elections.

Putin's choice is also likely to lay bare before the world which of the secretive clans in the Kremlin he actually favors.

One is believed to be made up of military men and former secret services agents like Putin himself. The hardline clan labeled as the "siloviki" is thought to be pushing for Defense Minister Sergei Ivanov for the top cabinet post.

Meanwhile a separate clan of liberals with market-economy training but whose influence does not seem to be as strong is backing Finance Minister Alexei Kudrin.

A few other names from inside the Kremlin circles have been mentioned -- almost none of them known to the public at large. There was also a splash of speculation that parliament speaker Boris Gryzlov -- who was also meeting Putin on Wednesday -- might get the nod.

The Russian media seems to be scrambling for answers. But it is also reveling in the fact that a presidential election that before was without interest suddenly has added spice.

"It looks like the president's new choice (for prime minister) will be as surprising as the decision to dismiss the government," NTV television said as it lead off its morning news.

"But no one knows his name," added the station.

Some Western investors said Putin was simply laying down the law and declaring openly that he planned to rule Russia his own way over the next four years.
