Agreed...but once you get Block Grants (Education, Environment, Arts, Energy, MediCare/Medicaid, Social Security...maybe?), you can propose a 5-year draw-down wherein States will need to reduce their take by 20% per annum...after 5 years, all States are self-supporting on the program that has been ERASED from the Federal Budget!!

I say we explain that the Recession was already underway when Dubyuh took office, and tax-cutting measures were undertaken to reinvigorate the economy. Then, 9-11 hit, and it's taken a long time fer the Country to regain its full employment goal.
