You should never forget that there are an unusually large number of Eurinal bureaucrats. ALL make money by establishing extreme rules and regulations and then accepting bribes to circumvent them. Here, they'll make big Euros by administratively declaring all the game in a geographic area for which a fee has been paid as "fit" and another bundle for post hunt exceptions.

This doesn't sound right. We don't have enough information. I lived in Germany for several years and went hunting several times. Every year the owner of the winery where I worked had a big organized hunt where dozens of people killed piles of pheasants, rabbits and hares. The animals would all be lined up and counted by a constable. If not enough were killed, the winery owner could have been held liable for crop damage on the land we hunted on. Over there at the time they auctioned off hunting rights on land every few years and the person who won the auction was required to hunt on the land and kill a certain number of animals to control crop damage. Most of the land we hunted on was vineyards. I believe the animals were sold to hunting lodges where they serve wild game to customers. Since it is often being sold to the public, I could see the need for some inspections, although I can't imagine how the animals could be certified as healthy before they are shot. It also seems hard to believe though that they would no longer use hunting as a means for managing crop damage caused be wild animals. Something just doesn't sound right with this story.
