bin-Laden is dead. It serves A-Q's purposes (build the "holy warrior" mystique) to manipulate us into believing he's alive.
The problem is, we're only 98% certain he's dead. If we announce he's dead, and then he "arises from the dead", it would be a colossal PR catastrophe for the US. So lacking absolute certainty, it is also in our interest to, on a low level, suggest that he may well be getting dialysis through a Coke bottle in a cave.

Stratfor wrote about this in a Jan 21st piece. They peg the date as Spring 2005 for a final assault in Afghanistan and Pakistan to clean out the Al Qaeda rat holes.

Should've never called off the campaign in Spring 2002 allowing jihadis to escape, shelter and resume their attacks from Pakistan.

Get the action started before the election, Georgie. Good plan. Because if you happen to lose in November, at least your successor will not so easily be able to let al-Qaeda off the hook, as he will no doubt be wont to do, if American troops are hunting jihadis in the mountains of Pakistan.
