This photo is not doctored. Apparently the photo appeared in this article of the
Boston Globe.

Here is the captioned photo in the
article.
As an antiwar leader, John Kerry was arrested with hundreds of others after protesting on the green in Lexington, Mass., on May 31, 1971. The Nixon White House identified Kerry as the movement's most effective spokesman. (AP File Photo)

So? He was against the war and he took a stand. That's not entirely despicable.
The reality was that neither Johnson nor Nixon had any idea of how to win the war and just let it go on chewing up people because they couldn't figure out how to quit without losing face.
Kerry may not have been 'patriotic', but neither were the pro-war politicians he was criticizing; they just used patriotism.

Kerry is a follower not a leader.

/1/ The NVA used magazine articles featuring war veteran turned protestor to break the morale of POWs. That's a fact. Kerry is right up with Jane Fonda in that regard.
/2/ Kerry helped influence Congress to cut off all military resupply to the RVN. Without bullets or fuel, the RVN was unable to defend itself, and the NVA rolled into Saigon in a conventional armored thrust.
You can thank Kerry and his commie loving pals for millions imprisoned in "reeduation camps" and dead in the killing fields. Yes, he helped to drive the US out of SE Asia. And he must take a large chunk of responsiblity for the horrors that followed.

"Technical note. He most certainly was not being arrested for protesting the war."
Since you're undoubtedly quite wrong about that, I wonder what evidence you have to make that assertion.

From that article Colson talking to Nixon:
"He was in Vietnam a total of four months," Colson scoffs, without mentioning that Kerry earned three Purple Hearts, a Silver Star, and a Bronze Star, and had also been on an earlier tour. "He's politically ambitious and just looking for an issue."
"Yeah."
"He came back a hawk and became a dove when he saw the political opportunities," Colson says.
