Second, if they are not employed, they must go home. That's going to be easy to check and easy to enforce. Third, I think they are about to get dead serious about enforcing the borders. This is all in preparation for it.

This is the part that so many seem to have a hard time absorbing. I would love to think that it also would require local law enforcement AND the homeland security reciprocal component to actually remove the riff-raff (drug dealer is not going to fill the qualification for a worker's card) back to their home country.

On the Labor Condition Application (LCA) the employer must attest that it will pay "no less than the greater of the following" :

(a) The actual wage level paid to all other individuals at the work site with similar experience and qualifications for the position in question; OR (b) The prevailing wage for the occupational classification in the area of intended employment.

Just think Willie, if we all had voted in Pat Buchanan, we wouldn't be in this immigration mess. I was for Pat and I know you were also. He wanted to actually close the borders. Instead they are wide open, and if thats not enough, our Pres is giving amnesty to millions, and millions more will be coming in. The word is out.

Exactamundo. Half of the illegals don't even want to spend their winters here - they'd rather go back to their villages like they always did before the border was tightened.

There's been plenty of posts here that have mentioned how much money is sent back to Mexico. Wadda ya think it's like in those villages when the actual BREADWINNER returns for a few months?

Has anyone here considered the incentive on the illegal's part to get into the system? Hint: think sex. As an added bonus, the nascent family stays in Mexico.

Once the whole operation is legit, they'll be able to cross the border just like everyone else. That being said, there's a couple of key factors to make the system work:

#1 Fingerprinting, and
#2 Criminal fines for hiring undocumented workers

Apply pressure on both sides of the equation, and we should get a very high rate of conformance.

Most of the comments here suggest that a great many of you have either read or heard about this plan through a very narrow prism. A more thoughtful reaction would be to understand that you cannot manage anything that you cannot control. The phrase "measure twice, cut once" comes to mind. Everyone of us KNOWS that no politician on either side of the aisle is going to enforce border protections. It is the new third rail of politics. So, essentially just get over it.

Now, if the borders are not going to be enforced, and I repeat, we all know that they will NOT be, then the next best thing, is to extract whatever positives from the reality as we can. I for one, do not care if this plan is blatant pandering on Bush's part, because it is clear that it is better for us and the country if Bush is reelected, instead of some Democrat. Reagan did things I didn't like, like raising taxes, but who here would suggest that if given the chance they would not vote for him again?

To those of you demanding attention by suggesting that you will not vote for Bush, just shut up. Most of us do not care. Your silly stance wont gain you anything, and if you think most of us are nodding our heads in agreement, we aint, okay? Try to remember that the President belongs to everyone, not just Conservatives. If you think any President is going to walk lockstep with any viewpoint on every issue, please grow up.

Hell, how many argument among Conservatives break out here every damn day?

So am I supposed to not see the literally dozens of men standing by the Circle K waiting for a pickup every morning? Yeah. Right. I was born at night -- but not last night.

The thing is, if they are standing around waiting for a job it means they don't have a steady job. The pickup that will pick them up will belong to the INS.

The reason for this is that we haven't enforced the immigration laws in decades. Even attempting to enforce them will result in lawsuits that would probably be won. However, by passing this new law, in the light of 9-11, we will be able to enforce the laws and nobody will be able to scream.

The best part of this is, if you don't have a job, you have to go home. PERIOD.

I listened to McCain last night (I detest the man but he knows what's in this plan) and he said that if Americans apply for a job, it can not be given to a guest worker. That means you can't decide to hire a guest worker unless no American even applied for the job.

I don't think that W learned anything from Perot's 1992 run. He seems to be begging for a Conservative Third Party candidate this year. CFR, Prescription Drugs, this montrosity...What in world is he thinking???
