To those that disagree with the threat warnings, just look at Israel.
A tiny country, yet they announce general threat warnings with no real specifics. Seems it would be much easier to nail down a specific threat in that country, but their warning was general, in effect.
They could assault us by sea, they may be suicide bombers, they may target hospitals, etc. etc. etc.
If Israel can't offer solid warnings, how would the United States be able to offer a warning.
And say they warned about an event in NYC and an event happened in LA, do you know how the media would howl.
I think general warnings are just fine, lets people be alert, and lets the terrorists know we realize there is a threat.

Why would Ridge call a briefing just to say remain on guard......this doesn't make sense....he could get a spokesman to do that.

Considering the recent flights out of Paris to LA being possible foiled terrorist acts, I wouldn't take these warnings too lightly. You are 100% correct
Tom Ridge and others know that many make fun of them for doing these warning .. But their job is to give us as much information as they possibly can .. If they didn't they would be failing to do their job
Whether people choose to ignore these warnings is their business .. but no one can say they weren't warned

Your Correct........I have a sneaky feeling though that under the new Patriot Act II that when the "Elmo" hits the fan.....Uncle Sugar will control selected media and shut down all but goobermint needs for communication. Internet, dead, local TV and radio will go to emergency broadcasting mode. Phones maybe as most of the infastructures security relies on too many to function. Cellular ?? Dunno......
As to HAM packet guys.....they are the cockroaches of communication who can't be killed no matter the amount of effort. One has to believe as you state that Condition Elmo is civilian equal to DEFCON 1 in terms of OHMYGOSH ! TEOTWAWKI !!!

Introduction: What Is St. Elmo's Fire?
St. Elmo's Fire is luminescent electrical discharge observed on masts and other tall "poles", including spires, during or immediately preceeding/following thunderstorms.
St. Elmo's Fire is a scientifically explained and accepted phenomenon, although there is not a huge corpus of work devoted to the study and investigation of it. St. Elmo's Fire will often be confused and/or offered as an explanation for Ball Lightning, but is almost certainly a distinct phenomenon, if not related in some way. In particular, St. Elmo's Fire always remains attached to an object, whereas Ball Lightning forms a mobile ball of light.
St. Elmo's Fire is often observed as a bluish/purple/white glow, sometimes occuring as double or even triple jets. It is often described as a "fire" (although it isn't burning), fireworks, jets, stars, corona, streams, or sparking. Sometimes, crackling and hissing sounds occur.
