Most likely the mother wasn't much more than 14 when she started having the her nine kids. A 14 daughter of a single mother of 9 kids has had lots of experience taking care of younger brothers and sisters and probably does a better job than the mother.

It's not the same, but who decides where the line is drawn? What about 'latch-key' kids and older siblings who babysit until late hours at night while their parent(s) work? There would have to be some law that says 14 year olds can only watch up to X amount of kids at a time, between certain hours, and for so much of a length of time.

I bet this lady probably didn't even know she was breaking any laws and figured she had to do what she had to do or else they would all be homeless. The whole story is just sad, sad, sad - a shame.

Hopefully, the grandmother can take them so all the kids won't be separated.
