Is this a repeal or a replacement bill?

It passed 33-0.
Since it was an urgency clause, it needed 2/3 or 27 votes (it got 33). If the Assembly passes it by at least 2/3 (54 votes) it goes to Arnold and if he signs it is repealed immediately.

Terrific news! After reading some sob story in The Houston Chronicle this morning about an illegal that was jailed for trying to re-enter the US with a fake Texas birth certificate, this news is a breath of fresh air!

Very interesting. As a confirmed cynic, I would like to know what kind of a "deal" was struck with the RATs for some sort of future treachery? This is very uncharacteristic of them, so used are they to getting their way every time with the last butt-wipe governor. Those scumbags do not scare easily, so I wonder what Arnold had to give up for this?

One problem, IIRC, John and Ken were saying, last week that if they do repeal the law, then it will not go into effect until March or April and will cause a run on licenses in the first few months of 2004.
THis could be a bad thing!
Anybody else hgear anything like this?
