A sitting senator is entitled to the day of death and the following day. McCain is the same as any other senator, no more, no less.
Eisenhower’s proclamation stated:
In the event of the death of other officials, former officials, or foreign dignitaries, the flag of the United States shall be displayed at half-staff in accordance with such orders or instructions as may be issued by or at the direction of the President, or in accordance with recognized customs or practices not inconsistent with law.

But the law does say “day of death and following day” for a member of Congress. So it’s inconsistent to give anything more. Maybe with unanimous consent of the Congress - suspending a rule with a majority greater than 100 percent minus the minority the rule was designed to protect - it would be OK.
Bush 43 gave a full week to Pope John Paul II. Congressman Robert Matsui died that week and got nothing. To me that shows an inconsistency.
