I believe he means that compliment. Bernie was the only honest (mostly) politician running this year.
(Trump was not a politician.)
I may disagree with nearly everything Bernie believes in, but I give him credit for integrity (other than bending over at the end, but I do not doubt that he and/or his family was threatened with deadly harm by the Clinton/DNC machine, and he had to cave).

Trump took on the Republican establishment, he took on the Democratic establishment, took on the media establishment and he ended up winning the election to become president of the United States. And that is an extraordinary accomplishment. And it talks about perseverance, it talks about very strong political instincts, it talks about a way to connect with people. ... and they all know this. The repeated, stupid claims such as those parroted on the Golden Globes are the equivalent of monkeys flinging poo, because they're agitated, because they can and because they hope it might have some effect in taking Trump down. No deeper motivation than that.
