By creating the nonsensical concept of "The Axis of Evil" he indelibly linked Iraq, Iran, and North Korea. Because we went into Iraq which didn't have nukes, and failed to go into NK and Iran which do, we are now seen as a fickle, hypocritical, and self-serving country that only cares about oil.
