Republican gubernatorial candidate Meg Whitman released a detailed policy agenda Tuesday at an appearance at Leisure World in Seal Beach.

Among the new proposals:

• Make the Legislature part-time. GOP rival Steve Poizner also advocates such a change.

• Provide a $10,000 tax credit for purchasers of new and existing homes.

• Provide tax credit for green tech job creation.

• Support "an alternative conveyance system" for water supplies.

• Cap state spending in a formula tied to the growth of the state's gross domestic product, locking in spending growth unless the state's economy is growing.

• Reduce the number of state lawyers.

• Institute merit pay raises for state workers.

• Create a kind of grand jury to look for fraud in state government.

• Invest $1 billion in savings that she estimates will result from her proposed welfare and budget reforms in the University of California and California State University systems.

Yeah, yeah, I know that there is a lot to dislike about Whitman, but I will be voting against Jerry "Moonbeam" Brown.

Given her less-than-stellar conservative credentials, can she win over the GOP’s conservative wing? If she can’t, then Brown will win.

• Make the Legislature part-time. GOP rival Steve Poizner also advocates such a change. [GoPM: They can do as much damage part-time as full-time.]

• Provide a $10,000 tax credit for purchasers of new and existing homes. [GoPM: Artificially keep the real-estate bubble inflated via increased taxes. Stupid.]

• Provide tax credit for green tech job creation. [GoPM: No private investors because no promise of ROI. Stupid to prop up an industry with no backing.]

• Support “an alternative conveyance system” for water supplies. [GoPM: Great. Spend more tax money you do not have on a water conduit you do not need, all to appease the eco-whacks trying to preserve some stupid fish that is no endangered.]

• Cap state spending in a formula tied to the growth of the state’s gross domestic product, locking in spending growth unless the state’s economy is growing. [GoPM: Been tried. The Libs don’t allow it. Ask Schwarz.]

• Reduce the number of state lawyers. [GoPM: Not gonna happen. Too big of a union to fight.]

• Institute merit pay raises for state workers. [GoPM: Great. Give more money to those who fail miserably every day and who are already making more than their counterparts in the private sector, who are seeing pay reductions.]

• Create a kind of grand jury to look for fraud in state government. [GoPM: There will be no prosecutions, so why bother?]

• Invest $1 billion in savings that she estimates will result from her proposed welfare and budget reforms in the University of California and California State University systems. [GoPM: Great. Another idiot spending on future promises of revenue/savings. Only spend the money that you have and only what you absolutely need. This idea is called pulling debt forward and it is how CA and the rest of the nation got into this mess to begin with.]

GoPM: Whitman is just another leftist dolt.

Not totally out of it, apparently. Some good ideas there!

“• Support “an alternative conveyance system” for water supplies.”

What does that mean?? Is she going to make the streams flow the other direction?

Sounds like the Peripheral Canal.

The big money people have spoken, having scooped up all the dirt they want from farmers struggling for a lack of water ordered by a single corrupt Federal judge.

I’m not seeing “reduce the size and scope of government.” Must just be an oversight.
