And it's not hard to understand why -- the economy hums along, and budget surpluses pile up like used tires at a rural dump, not to mention fixin' that "budget mess" to which Warner constantly refers.

Timothy M. Kaine is getting help from a host of national Democrats in his quest for the governor's mansion, but so far has said "no thanks" to failed presidential candidate Sen. John Kerry.
Mr. Kerry, Massachusetts Democrat, will appear in Arlington as a special guest at a fundraiser next month. Democratic Caucus Chairman Delegate Brian J. Moran, a longtime Kerry supporter, invited the senator to help raise money for Democratic House incumbents and candidates.
Mr. Moran said he was not planning on inviting Mr. Kaine to the event, which is intended to generate excitement among Democrats in Northern Virginia. It will not raise any money for the statewide races.
"I'm doing everything I can to elect more Democrats to the House of Delegates," said Mr. Moran, Alexandria Democrat. "I'm optimistic about picking up seats this November."
Mr. Moran also hosted a fundraiser for House Democrats with Gov. Mark Warner and one with former presidential candidate Gen. Wesley Clark.
Kaine campaign spokeswoman Delacey Skinner said the campaign is not planning any events with Mr. Kerry. She added that Mr. Kaine doesn't want to take any attention or cash away from House Democrats and Democratic candidates.

Kaine hits trail with governor

Timothy M. Kaine yesterday took his biggest asset -- Gov. Mark Warner -- on the gubernatorial campaign trail in Virginia, as the rhetoric and attack advertisements put out by both main-party candidates ramped up in the final weeks of the race.
The Democratic governor stumped for Mr. Kaine, his Democratic lieutenant governor, at schools in Northern Virginia and Hampton Roads and at a fundraiser in Richmond.
Both Mr. Kaine and his Republican opponent, Jerry W. Kilgore, who are neck-and-neck in the latest polls, are slamming each other in their television ad campaigns.
Mr. Kilgore's latest spot accuses Mr. Kaine of being "too liberal to be governor" and uses a 19-month-old news story quoting Mr. Kaine to suggest the Democrat would raise the gasoline tax.
"Tim Kaine -- liberal on the gas tax, too liberal to be governor," a female announcer says. "In Kaine's world, every time the price of gas goes up, the tax you pay goes up even more, making Virginia's gas tax among the highest in the nation."

The race to be Virginia's next governor is tied, with both Republican Jerry W. Kilgore and Democrat Timothy M. Kaine receiving the same percentage of support, a statewide poll conducted by Rasmussen Reports shows. [See Poll]
If the election were held today, both men would receive 45 percent, the survey of 500 likely Virginia voters shows. The poll suggests more voters are making up their minds as the Nov. 8 election nears and as both candidates run negative television ads critical of their opponent.
Independent candidate H. Russell Potts Jr. would receive 5 percent of the vote, no change from the last poll conducted, Rasmussen said.
The poll showed that 5 percent of voters were undecided, down from the last poll taken on Sept. 14, which showed 10 percent of voters were unsure. The margin of error is 4.5 percentage points.
The results were provided to The Washington Times yesterday. The New Jersey-based Rasmussen surveyed the voters by telephone Wednesday.
"Kaine is making progress among the important constituencies he needs to reach," said Scott Rasmussen, president of the polling firm. "So far, Kaine is doing a better job of getting those who are unsure."

Kilgore in Roanoke, bump!
I shouldn't, but I did chuckle reading the preparedness article......only because I had read an article about natural disaster preparedness in the Delaware paper earlier this morning.....part of DE's plan includes dealing with evacuees from Virginia and Maryland in the case of a major hurricane or nor'easter.
Delaware roads can't handle just normal traffic - I don't see how they expect to deal with folks from both MD & VA being added to the mix in the case of a major storm hitting DelMarVa..............yet they have agreements with both states.
In such a case, I'll take my chances with Accomac County......Delaware is the LAST place I would want to be during a natural (or manmade) disaster :) Competency is not a high priority of the current administration in that state.
