According to public-opinion polling, the people of Virginia believe Governor Mark Warner has done an excellent or good job during his tenure. And it's not hard to understand why -- the economy hums along, and budget surpluses pile up like used tires at a rural dump, not to mention fixin' that "budget mess" to which Warner constantly refers.

Doesn’t a budget surplus – other than a small “emergency fund” – indicate that I and other’s who pay taxes for State services are being overcharged?
