That may be true, but you need a pair to actually affect the phenotype, so if there are say 10 blondes now per every 100 people, there is a chance of a coupling between blonds that are fairly high, but if its 10/1000, the recesive gene will still be there but the probability of of inheriting both is much lower.

Julius Caesar was along with a lot of the aristocracy. You have to assume they were more ah inbred then the rest of the populace and thus less likely to have interbred over the years with southern Italians. Thus closer to what the original Romans generally looked like.
