According to the summary, the plan involved directing hundreds of millions of dollars meant for a Ukrainian infrastructure project toward a very different purpose. A Case Gabbard Is Now Pursuing
Tulsi Gabbard, serving as Director of National Intelligence at the time, is now asking USAID to search its own records to determine whether this plan moved beyond discussion and into action.
That search matters. If records confirm the plan was carried out, Gabbard has indicated a criminal referral to the FBI could follow.
Why would a plan this explosive, if true, have gone uninvestigated for so long?

The subject ultimately is about the attempted impeachment of President Trump, the corruption of the Idiot Biden who was in that time Obama's VP, and specifically ( per the CIA memo from the CIA itself ), that the "zero evidence" allegation may actually be zero valid evidence as until the redacted memo noted:

The allegation is not from, but through Gabbard. The CIA memo to which I linked shows this in part. It is a memo dated from before Gabbard's time in office.
As to your quip about "even serious talk," it sure seems the CIA memo is a part of serious talk. But then I linked to it, while you allege "zero evidence." And I link to Solomon's article -- there are more -- while you allege 'zero evidence," and we'll see where this trail leads, because the story isn't over. Not by a long shot.
