They just got in the cellar then dealt with the results when it was over.
Flooding was common in Norfolk when I was stationed there in the eighties. I had to replace my cars starter after a particularly bad round of flooding.

Okay. FWIW, here on Oahu we had some early showers which have cleared. We had one power flicker. Now, it isn’t supposed to impact Oahu (The most populated island and home to the capital) much.
That being said, the Big Island of Hawaii may get up to two feet of water in places. Recall, they’ve already been impacted several times this season and some areas there are STILL without power.
Maui too will be pretty impacted, but to a lesser degree.
