Sausalito’s new city manager was arrested early Saturday on suspicion of felony burglary after Marin County sheriff’s deputies responding to a noise complaint found her aboard a yacht that authorities say belonged to someone else.
Elaine Forbes told deputies she was having “a bad morning” and insisted they leave what she claimed was her boat, the Marin Independent Journal reported.
Forbes, 53, was taken into custody less than three weeks after starting as Sausalito’s top administrative official.
The arrest came two days after the Sausalito City Council placed her on administrative leave following a closed-session meeting.
Deputies responded to the Sausalito Yacht Harbor shortly before 7 a.m. Saturday, where they said Forbes was found aboard a vessel she did not have permission to board.
According to the Marin County Sheriff’s Office, Forbes initially told deputies the yacht belonged to her. Investigators later contacted the vessel’s owner, who said Forbes was not authorized to be aboard.

A city manager typically wields considerable administrative power in a local government using the weak mayor - strong city manager model, which is quite common. All the department heads report to the city manager, chief of police, public works, parks, planning and zoning, etc. City manager reports to the mayor and city council, who set policy, taxation, approve contracts above a certain level, etc.
Very different from the prototypical HOA Karen.
If I were on that council, I’d be working to fire this woman immediately.
One of them probably has a 15 year old picture, probably from her last gig.
Given the trash NorCal lets run rampant on BART, probably a smart move.
AKA problem glasses. As in the person wearing them is likely a problem.

Maybe she actually has a yacht there somewhere, but its certain that she was extremely inebriated and ended up just looking for someplace to sleep.
All those Yachts/houseboats in Sausilito look the same. Especially when you are hammered at 2am.
Maybe she was on a date, it didn’t go well and he left. Now he’s throwing her under the bus.
My older, and now deceased, brother spent his career as city manager to various little towns. The problem was that the city council would change, and the new majority would expect the city manager to kill their asses. When he refused, they'd fire him. He lasted, on average, about 5 years per city while the average was about 3 years for most people.

Ditto, What is odd about case is boat slips usually have security systems in place especially for multimillion yachts and sailboats.
