Sounds more like we want the Blacks to be permanently on the Democrat Plantation.
Next you will have English being taught as a second language to Blacks that are 7th and 8th generation Americans because they can't communicate with employers.
Any reasonable person will tell you that the most lasting first impression anyone has as to whether someone you meet is intelligent is on how well they speak. It they can be understood, put a sentence together, speak intelligently on a number of different subjects they will be judged intelligent.
If they can't speak english well enough to be understood, if they can't speak on any subject intelligently they will be judged uneducated or stupid.
If may not be fare but it is a fact of human nature.
They want Blacks to be a permanent underclass forever enslaved to the Democrats that ensure their welfare income and Medicare healthcare.
They are also ensuring that Blacks will always be part of an less privileged case.
And of course they will be fed a constant steam of resentment for being less privileged and hatred from the media.
