Jason Whitlock's remedy is AIR. Assimilation, incarceration, or reservation.
Ghetto people must either assimilate, or be incarcerated, or be given a reservation in which they can act out their primitive behavior on their tribe.
Shocking. But this might be the solution to this problem.
