Both above and below average scores are seen in every group, only the ratios differ...

I wonder that myself too, but I suspect it's from "at grade-level testing" and not just at graduation level because there's a lot who don't make it to graduation.
Taking responsibility for one’s self even at a young age has much to do with a person’s success. Parents are essential in the child’s learning that fact. Evaluate these four demographics and the home life they are raised in re being raised by both parents in the home, it parallels their math and reading skills numbers.
Hard to put a finger on an exact çause. More than half a century ago the U.S. Army did a huge study of IQ broken out by many factors. One of the things hey found was that whites outscored blacks in every geographic region. However, northern blacks outscored southern whites. So is it environment or social factors intrinsic to geographic areas?
What he didn't get into is how most of those people evolved and progressed, eventually getting to the state most of your neighboring Americans are at today. Good or bad, most can read and use enough math to handle personal finances and responsibilities. Most still instill good values in their children and try to maintain their marriages.
My observation is that blacks, as a group, aggressively resist improvement and claw back those who strive to rise above ignorance. Those accused of "trying to be White" are socially ostracized much like people trying to escape the backwardness of Islamic totalitarianism.
Blacks would have been totally on par with everyone else today if not for the Lyndon Johnson/Ted Kennedy "Great Society" schemes that fostered dependence on government while breaking their traditional family structure.
Just when parity again became visible on the horizon Barack Obama arrived to re-establish divisiveness, resentment and unearned sense of entitlement. I think he was a mere speed bump in our history and will not enjoy his eventual meeting with Judgement.
My point is that our Founders devised a system so great that nearly everyone, despite mental limitations, still has a decent chance for a good life if they have the willingness to try - no matter what evil individuals, groups, agencies or political parties do to prevent it.

Crab Bucket Mentality.
On the other hand if you look at most successful world cultures or cultures that allowed or caused mass killings/murders or best inventions or decency or struggle and success under horrible conditions... you find that many cultures 'win' and many 'lose'... and not one culture wins on every scale.
But starting with truth is the only place to start on any subject - so this puzzle piece was done by race and reading/math skills. OK. Are math scores the standard? Maybe maybe not... Gotta start somewhere.

Asian refers to from the subcontinent of Asia, not a ‘race’.
White is a color, not a ‘race’.
Latino is a geographic-based psuedo-ethnicity, not a ‘race’.
Black is a color, not a ‘race’.
In this oversimplified example it's likely a mix of culture and IQ. Which on the surface looks racist if the only standard is 'IQ' and test scores? But could that same mix in Asian cultures assists with mass murders by starvation and murder by intelligent but 'insane' leaders like Mao? Life is more than being able score high on math tests in third grade.
Hitler came out of a culture that valued 'cleanliness. order and education' and give the world V-2 rockets and evil so horrible it was almost beyond recognition.
With AI we might discover the few people who spontaneously recover from cancer all ate strawberry jelly on the same type of rainy day after they had cut their grass.

There are things to discover now that we have the tools to see connections that could never be seen befoe.
I think an important factor is the breakup of the nuclear family. 72% of black kids come from single-parent homes, or only 28% have guidance from both parents. For American families of Asian decent, it is 81% have both parents present.
