Marco Rubio was a foreigner until his parents became citizens. His parents were "subject to the jurisdiction" of Cuba until they became citizens and could be recalled as the Cuban government saw fit. As such, Marco Rubio was absolutely "subject to the jurisdiction" of Cuba, not the United States.
That is my take, if Rubio or DeSantis want to run they will have to give up their day jobs after the 2026 election. Reports suggest DeSantis wants a cabinet position but he can't do that if the trying to run for president.
