This sounds totally stupid.
In the US, “soccer” is a kids game to allow then to get some great exercise of mind and body with minimal parental outlay.
Never thought highly of a sport where the authority figures don’t wear long pants.

Someone catches a ball, runs with it, throws it or places it on the ground. Could be played in bedroom slippers for all the involved the foot has - except for place kickers.

They claim that “security and infrastructure upgrades” will cost them...so, the way I read it, they know the infrastructure is not up to snuff and want others to pay for it. It seems that local LEOs would be the ones with extra costs for security...
