The
original NT Times article complains about the short review process. It includes a graph showing the duration of various designs and reviews including the 74 month review of the Desert Shield/Desert Storm memorial. When the memorial review process takes 50 times as long as the actual fighting in the war, you have a bureaucracy problem.
