I'm no lawyer, but let's look at this differently --

I'm in MA, where recreational cannabis is legal.
Maybe I want to hop on a jetliner and fly to California, where cannabis is legal.

Can I do that? Actually, no. Airports fall under federal jurisdiction and recreational cannabis not recognized by the federal government. So state laws don't really come into play inside the airport. Or, at least, the state laws are not the only authority that matters. Federal agents in a US airport can exercise authority no matter what the state thinks.

Immigration even more so than cannabis, I would think.

He did not point to any incident involving ICE agents at the airport, nor to any arrest, complaint, or investigation tied to their presence.

This is likely because most travelers are happy to see ICE present and lines shortened.

But he can try to arrest; wouldn’t it be nice to see supportive travelers form a barrier between the Philly cops and ICE?
